Planning for the Future of the Islands
The Australian Government has now released the final Coastal Hazard Risk Management and Adaptation Plan (CHRMAP) for the Cocos (Keeling) Islands (https://www.infrastructure.gov.au/territories-regions/territories/indian-ocean-territories-christmas-island-and-cocos-keeling-islands/cocos-keeling-islands/cocos-keeling-islands-projects-community-consultations/cocos-keeling-islands-coastal-hazard-risk-management-and-adaptation-plan)
The Shire of Cocos (Keeling) Islands is currently undertaking a detailed review of the final document, with the assistance of independent technical advisors.
The Shire notes that the final CHRMAP adopts a more measured and staged approach than earlier drafts, with a stronger emphasis on:
- further technical investigations;
- evidence-based decision-making; and
- ongoing community engagement.
This is a positive step and aligns with the Shire’s position that long-term planning for the Islands should be informed by robust data, clear understanding of impacts, and meaningful local input.
“We are encouraged by the changes in the final CHRMAP, which show that community feedback has been heard. Importantly, this is not the end of the process—there is still considerable work and engagement ahead.
We look forward to continuing to work closely with Minister McBain and all stakeholders, and to ensuring the Shire is actively involved in shaping the next steps. Clear direction on the program of works will be important as we move forward to achieve the best possible outcomes for our community.”
Shire President, Cr Isa Minkom

Further work is required before any decisions with long-term implications are made, including:
- detailed technical studies (e.g. coastal processes and flooding);
- assessment of adaptation options;
- clarification of funding commitments; and
-
structured community consultation.
- reviewing the technical basis and recommendations of the CHRMAP;
- advocating for outcomes appropriate to a remote island community;
- ensuring alignment with Western Australian planning frameworks, including State Planning Policy 2.6; and
- representing the interests of the community in discussions with the Commonwealth.
- complete its technical review of the final CHRMAP;
- engage with the Commonwealth on implementation pathways and funding;
- support further investigations identified in the CHRMAP; and
- provide updates to Council and the community.
A formal position from Council will be considered following completion of the review process.
